You can;t get in trouble, but by hook up if you mean make out then no one can get in trouble. It just makes her look like an ass for making out with a kid. If it's sex it makes her look worst and she can go to jail if the police find out.

In the U.S., that is illegal if sex takes place. Dating should be fine though.

I do not think that the the "victim" party can get punished.

I don't feel a 4 year difference is a big deal. It's not like we're talking she's 35 and he's 15. Nor do I think it makes her "look bad" nor do I think a 15 year old is a little kid. A 15 year old is a teenager. As for if it's illegal, not for you, no. Though I believe blame should be put on both parties and not just one.

Surprisingly enough, the majority of society views high schoolers as children. I agree it's ridiculous, but it's something I've noticed. And at least some college girls hold that same view. For example, I once saw a 21-22 year old girl at my university talking about her 16 year old brother like he was 6.
