I'd say no. It's a pretty respectable, to the (classy) point, term. But it really depends on the audience. I have (female) friends who wouldn't take offense to just about anything I say. Just consider the audience.
But, honestly, if you can't say "pretty", the issue is probably more to do with self esteem on their end then on yours. If, however, we are stretching this, and you're using other forms of that term, it may be on your end. "pretty" is acceptle term....."hot" on the other hand is situational (never use that term in front of your girlfriend, unless you're refferring to her) :D.
I think most girls prefer to be called "pretty" as opposed to "hot" anyways, and giving a respectful compliment isn't weird at all. I'm always seriously flattered when someone says something like that to me.

I don't know why anyone would think that, as the word "pretty" is a completely acceptable word.
