By non-white i mean where the majority is not white.

Let's keep it that way. I like being the minority in a cool country. Seriously if I returned to find a bunch of white brethren I'd be quite upset.

Who cares about the technical definitions; if a country doesn't have over half its population owning a computer and a phone, then it's not developed. that takes out India and China.thequietguy

I think the per capita is only as high as it is because the Saudi princes and the oil barons make such an incredibly high amount of money. This brings up the average income per capita. Also they don't really invest much of this money back into the country. They do invest a fair bit, but compared to how much money they do have its basically pennys. I've heard the life expectancy for Saudi Arabia ranging from 72 to 76 so I'm not positive on what it actually is but its nothing special for a middle eastern country, about average in the middle east. There are many countries that are much poorer with higher life expectancies. I think Saudi Arabia is developing just not really a developed country yet.
Spain? Agent-ZeroI've always wondered about Spain. I live here and yet I'm not sure if the people are white or what. They are slightly darker skinned then what you would call a British or American white person. I know many neo-nazi kids who consider themselves white yet they are pretty damn dark as well.
