So, unless you ain't stealing someones "Photoshopped" work on Photobucket, its ok to save the Image? I've seen lots of plain images on Game Characters, bands, and lots of stuff that I'll love to Photoshop and put them as my background and what not. Is it ok to do that?

Go for it. Everyone does it. I think it should fall under fair use. The DMCA is a mess. According to the DMCA in the UK it is still illegal to rip content that you own and transfer it to another device. Fair use is very much up to interpretation.

It's an issue when you use someone else's work. In most cases if you aren't displaying it anywhere else online or trying to pass it off as yours you shouldn't have any issues although it is frowned upon. However, if you even just use a pic, photoshop it, and then put it on your website or something, you could face action if the creator finds out. In most cases you would receive a cease and desist letter or a request for you to link the original image or note the image creator. If you fail to follow those requests though you could be taken to court.
