Is Talia Al Ghul the hottest character in the history of Arrow characters?

I have finished watching the 5th season of Arrow and I have to say although Susan the reporter was very hot, Talia Al Ghul is even hotter. Yes Laurel is also very hot but if we take everything from looks, sass and just overall demeanour, Talia Al Ghul has got to be the hottest character in the history of Arrow characters. Does anyone else agree?
