Is it considered an invasion of privacy to sift through the garbage in someone's trash can?

People throw awaymany of things with personal information on them. Many people dig through trash just looking for personal information and identification. So it's just something else to charge identity theives with.
Or a kid will leave his toy or bike on the front lawn during garbage dayand some trash picker will steal it then claim he thought it was garbage. So that's another reason. They can't claim they didn't know or play innocent because they weren't supposed to be garbage picking in the first place.
They can ask the owner of the garbage for something that's in the grabage but it's not legal to search the trash nor raid the trash.

I only dig threw the trash on spring cleaning day (People throw away stuff like old bike's/Board Games/AIDS (Just kidding about the AIDS part)
