The replacing of Jack Sparrow with Tinkerbell is actually untrue.

Pixie Hollow has been in the works for quite a while(presumably during the creation of the Tinkerbell movie itself) and the removal of Jack Sparrow had nothing to do with the new attraction opening up at the parks. The radius in which Jack Sparrow travels(mainly around the Pirates of the Caribbean ride, and the Pirates Lair Island) is also quite far from the area that Tinkerbell and the other fairies now inhabit(close to the castle, on the Tommorowland side). It's just an unfortunate coincidence that this happened at the same time as the fairy attraction opened, but I would suspect that the removal has been discussed for a while now.

Disneyland gathers tons of people from all over the country, and all over the world. You can't just assumer they're from California automatically. Disneyland is a huge tourist destination.

Anyways, that's pretty sad. Most of the Jack Sparrow characters there were pretty good at being the character.
