PORTLAND, Maine —Portland residents will vote Nov. 2 on a proposal to give legal residents who are not U.S. citizens the right to vote in local elections, joining places like San Francisco and Chicago that have already loosened the rules or are considering it.

Opponents of the measure say immigrants already have an avenue to cast ballots — by becoming citizens. Allowing noncitizens to vote dilutes the meaning of citizenship, they say, adding that it could lead to fraud and unfairly sway elections...ACORN, anyone?

To become a citizen, immigrants must be a lawful permanent resident for at least five years, pass tests on English and U.S. history and government, and swear allegiance to the United States.

No. Voting is only for citizens. If this is implemented, then what is the advantage of becoming a citizen? Legal residents should not have the same privilages as a citizen. You want to vote? Then the only way to do it is to become a legal citizen to show that you really want to be a part of this country.

No. Voting is only for citizens. If this is implemented, then what is the advantage of becoming a citizen? Legal residents should not have the same privilages as a citizen. You want to vote? Considering they are legal residents and it only pertains to local elections I can't say I care too much. Good for them.

A municipality can allow whoever they want to vote. It does not effect you in the slightest so why do you care?

It's local elections, it's things that affect people on a day-to-day basis. As the article starts, "Like his neighbors, Claude Rwaganje pays taxes on his income and taxes on his cars. His children have gone to Portland's public schools. He's interested in the workings of Maine's largest city, which he has called home for 13 years." I think he should have a say in things and I have no problem with this proposal.

I don't think it's fair to lump legal residents and illegal citizens together. And I don't see why the aforementioned legal residents shouldn't be able to vote in local elections. The arbitrary distinction between legal resident and citizen is worthless anyway.

That was completely different. The colonists were British citizens. They were upset that they didn't have proper representation.

If you want to vote - no matter on how large the scale is... you should become a legalized citizen. Just because you are here illegally for 13 years - doesnt mean you get a right to do as a legal citizen would cause you havent been caught or kicked out yet. Sorry if that sounds harsh... but Illegal citizen is illegal.

Which is how it starts. Then it's okay for state cause they vote local...and on up etc. Rules are in place for a reason. If someone wants to be a part they can apply for citizenship. Since they are already here legally then there is only time to wait...not so insurmountable.

It's a slippery slope to rewrite rules even on the most minor of levels....
