Same reason why in some places there's no public displays of effection. Nobody wants to see to guys making out or two uglies making out. So if qualify as one of those people the police are gonna take you down. They will let everyone else slide.

most laws target certain people but they must be written so they don't declare discrimination. Since citation is under the enforcer's discretion he or she chooses who is cited and whois not.
