Most people would expect that if they're in their own homes they're no longer in public. It would be different if this guy was rubbing his genitals against the window and calling out to the woman and her kid, but in this case it's obvious he thought he was in private and couldn't be seen, a completely reasonable belief given that he was in his own freaking house by a window that no one should have been walking past.
If I were him I would turn around and sue the woman for sexual harrasment. She is a peeping tom (peeping jane?) after all; she went onto someone's property without permission, looked into their window, and saw them naked.
While the woman definitely should be charged, public view is if anyone can see you. It doesn't matter if you're humping the window or just getting coffee; if someone not in your house sees your jewels then it's public.
Following that logic I could only get undressed in bathroom and basment, because people can see your jewles even through closed curtains with an infrared visor. The color would be changed but the shape would stay the same:P
