I would say that it's a toss up between the lunar surface of the moon or a deep spot off one of the oceans. But in the end, I would pick the deep areas of the ocean. My reason being is that there's thousands of satellites orbiting our planet always looking down on us, and there's nothing like that on the bed of the ocean floor. China and Russia have all of their scopes pointed towards the moon, not the deep sea. Both of those countries are secretly planning a base on the moon. Who cares? Any nation with nukes could do what they wanted to with the moon. But what nations know about the dark and mysterious depths of the sea? No human has walked the deepest depths of the ocean. What would be your location of choice for a top secret base? Realistically speaking of course!
The Ocean is a bad choice because it's very hard and costly to maintain an underwater facility, that's why most secret bases are just hidden underground, much like how NORAD is inside of a mountain so it can withstand a nuclear attack. And a base on the moon just isn't going to happen.
you know how much pressure is at the the ocean's floor - oxygen itself is a corrosive gas, if you bite an apple and watch it brown,that's a good example - it would be damaging to the human body
right in front of your enemy!!! they will suspect its fake since they won't think your that stupid to put a secret base in there face! so they ignore it :)
