I would say Daniel Day Lewis, and Paddy Considine are pretty consistant. Least consistent would probably be someone like Val Kilmer. I love him, but his films these days have been pretty bad other than a few like Kiss kiss bang bang, Bad Lieutenant: Port of call new orleans, and The Salton sea.

Since you mentioned Bad Lieutenant, I'm surprised that you didn't mention Nicholas Cage.
I actually like Cage, but he's HORRIBLY inconsistent. Both in how well he acts, and in what kind of movies he chooses to act in. He can be really good when he really wants to, but he has had a bad habit of taking horrible roles for a paycheck, and totally phoning in a performance in movies that are obviously going to be garbage. Nic Cage is inconsistent as hell.
George Clooney is pretty consistent. He always seems to give it 100%, rarely "phones it in". And even when he stars in a stinker, I usually end up hating the movie but still having liked George Clooney.
I also really like Naomi Watts. Haven't seen many of her movies, but she's been good in everything I've seen her in.
Johnny Depp: also an actor who stars in his fair share of crap, but always comes out looking good because he takes it seriously.
When Cage is good though he can be fantastic. Matchstick men, Bad Lieutenant, Leaving las vegas, wild at heart, Weather man, Read rock west, and bringing out the dead show he has talent. I also think that Viggo Mortensen has been pretty consistent recently, though Hidalgo wasn't great.
