So the story is today around 10 am. my neighbour started to blast his west indies music like freaking, really loud. Like overthetop dance club, blow the sound barrier loud. I woke up to his music and stood there for 15 minutes wondering if I should call the cops on his, because this is not the first time he has done it, but it is the first time I've bought up enough courage to try to confront him.

I went over his house and stood there for 10 minutes ringing the bell and then he finally came out; swearing, trying to rip me a new one. I talked to him as calm as I could... Oh I wished he would of punched me so I can do the same. He starts blabbering this non-sense saying "You don't pay my bill", "Who the **** are you", "Call the cops if you wanted me to stop" (I toned it down as much as I could, all the filth that was coming out of his mouth was incomprehensible)

So after that I walked away yelling at him "We live in a neighbourhood, if you have a problem just come talk to me" through this I think his manhood took it as Ohhh he wants to fight. He tells me to come back and say it to his face, so I do. We started talking some more and he starts bringing kids into the argument. My home has a playground at the back and all the neighbourhood kids come over and play usually. And by his logic the kids are too loud and he should call the cops on me because I am trying to bring together my neighbourhood.

After that I just walked away, and his wife came out the door and started talking to him. As of now I think his wife has talk some sense into that jerk and the music hasn't been turned on yet.

SHOULD I CALL THE COPS IF HE DOES IT AGAIN?

If neighbors call a noise complaint when I throw parties, then you should to. Yes do it. Do it everytime he does it.

If you're feeling like some kind of spy, setup up a camera so that when you walk over and he starts getting violent, you can sue his ass. ... Or just call the cops.

What I would do is throw eggs at his car and his house :P I did that to my neighbour for always taking up the road with his 4 cars because I can't exit out with his cars in the damn way.

Well it's the voice of the community, I am part of that community. And bureaucracy takes to long. You just have to rationalize it to make it legal

Yes you can. You can't tamper with their mail but you can put letters in their mailbox.

Your neighbor obviously doesn't see anything wrong with his music and how loud it is. That is were patience and level headedness come into play for you. Dont overreact, yes it is loud, and yes it does drive you crazy like it would anyone else. Chances are he is going to start doing it more often because it sounds like he wants to get a reaction out of you. Dont give him one. People like that feed off another reactions. He may taunt you and piss you off but if you give in you are no better than him. The solution, Call the police and have them handle it, get a neighborhood pettition going so he realizes that hes not just bugging you, orrrrr bring over some of your favorite CD's and ask him to play those for you:P

Go to your local council, they usually have forms to fill in for this kind of thing. Grab a video camera and tape some of the music he plays and commentate about the time/date/etc. Keep a diary if you want. With all the evidence you'll surely be able to get something done.
