i really dont think that happened, wat i think ur talking about is that the United States met with Japanese ambassadors in November 1941 to discuss their hostilities toward the Chinese and the ambassadors warned them of a huge consequence if the United States continued their embargo on Japan esspecially the oil embargo the US set on themMarineXXIINo, I saw it in a video documentary some time ago and distinctly remember the narrarator saying the Japanese sent a telegram of a declaration of war because they didnt believe in complete surprise attacks

wait i just remembered something that my teacher told me.....Doesn't seem like it
the japanese where planning to declare war on pearl harbour as soon as they arrived but when they where on their way to pearl harbour they forget to factor the wind that was giving them a tail wind to pearl harbour. thus they atacked pearl harbour first then the americans recieved the message that japan was declaring war on pearl harbour. but at that time US already knew.
