Netscape Communicator on 64-bit Win7?

So, in order to be super old school, i downloaded Netscape Communicator 4.08. it downloaded as an .exe installer but when i try to run it it says something about how it can't be installed on this type of Windows. but it really shouldn't be a problem since I've put other 32-bit programs on it. Actually, most programs are 32-bit. anyway, ive tried compatibility mode to no avail. Anyone here have any ideas?
