Indeed, they choose to for a reason. They also choose to allow you to gun down innocents en masse for a reason as well.
Yes, to introduce a sense of choice/realism and for shock value. The entire game is not based around killing innocents however.
The point is that even within mature entertainment there are boundaries. I think there are degrees of objectionableness (that's not a word, but oh well).
Also, context makes the mod worse. GTA is not all that much worse than a violent movie whereas this game is using real shootings that effected real people as its basis.
Drugs and gang warfare effect real people as well. That's pretty much what Grand Theft Auto is all about. What makes it better than this?
