Washington (CNN) -- President Obama has declared a national emergency to deal with the "rapid increase in illness" from the H1N1 influenza virus.

"The 2009 H1N1 pandemic continues to evolve. The rates of illness continue to rise rapidly within many communities across the nation, and the potential exists for the pandemic to overburden health care resources in some localities," Obama said in a statement.

"Thus, in recognition of the continuing progression of the pandemic, and in further preparation as a nation, we are taking additional steps to facilitate our response."

The president signed the declaration late Friday and announced it Saturday.

Calling the emergency declaration "an important tool in our kit going forward," one administration official called Obama's action a "proactive measure that's not in response to any new development."

Another administration official said the move is "not tied to the current case count" and "gives the federal government more power to help states" by lifting bureaucratic requirements -- both in treating patients and moving equipment to where it's most needed.

The officials didn't want their names used because they were not authorized to speak on the record.

Obama's action allows Health and Human Services Secretary Kathleen Sebelius "to temporarily waive or modify certain requirements" to help health care facilities enact emergency plans to deal with the "pandemic."

Those requirements are contained in Medicare, Medicaid and state Children's Health Insurance programs, and the Health Insurance Portability and Accountability Act privacy rule.

Since the H1N1 flu pandemic began in April, millions of people in the United States have been infected, at least 20,000 have been hospitalized and more than 1,000 have died, said Dr. Thomas Frieden, director of the Centers for Disease Control and Prevention.

Frieden said that having 46 states reporting widespread flu transmission is traditionally the hallmark of the peak of flu season. To have the flu season peak at this time of the year is "extremely unusual."

The CDC said 16.1 million doses of H1N1, or swine flu, vaccine had been made by Friday -- 2 million more than two days earlier. About 11.3 million of those had been distributed throughout the United States, Frieden said.

"We are nowhere near where we thought we would be," Frieden said, acknowledging that manufacturing delays have contributed to less vaccine being available than expected. "As public health professionals, vaccination is our strongest tool. Not having enough is frustrating to all of us."

Frieden said that while the way vaccine is manufactured is "tried and true," it's not well-suited for ramping up production during a pandemic because it takes at least six months. The vaccine is produced by growing weakened virus in eggs.

i already had swine flu. pretty much just a regular flu except you basically get pneumonia after. paullywog
I had a friend who had mexican flu (i mean, have a friend, just kidding) and he didn't even really notice it til the doctor checked up on him. Btw i heard something about seasonal flu shots? You people get injected every season? Just wondering, it sounds so weird to me.

This is so dumb. There are no more cases of N1H1 than any other flu in any other year. This one get's a name and suddenly it's a big deal. Obama is just declaring it an emergency so when all this crap is over he can say he stopped it.

The issue isn't whether or not H1N1 is more deadly than the flu, It's that H1N1 is more virulent than the regular flu and as such could overwhelm healthcare providers (as well as some other socioeconomic issues).

I believe this strain is a bit different than just the usual yearly flu. It's a big deal because perfectly healthy people have died, when the annual flu tends to hit the elderly. He's declaring it an emergency so there will be proper response if necessary. You saw how Katrina went. It's better to be too prepared than not at all. But hey, feel free to keep that opinion.

Wonderful. I love how government always throws something out there to scare the bejezus out of the masses to get people spending. I wish I had stock in canned goods and antibacterial soap. I recall when the government gave out all kinds of money to social service agencies (i.e. homeless shelters and group homes) to stock them with food when the dreaded Y2K virus was supposed to catapult us back to the dark ages. That big drama came and went and nobody ever questioned the fact that we all ran out and spent tonnes of money on canned food, batteries, bottles of water, butt wipes, and God knows what else. Nobody also questioned the tax money wasted. Looks like we are at it again. It is also a great way for the government to take our minds off of issues that really matter.

I just told you its MORE CONTAGIOUS than the regular flu.. This has already been stated.. Now whether they should be considered a national risk who knows.. I am merely saying that the H1N1 Flu is different from the common flu.

Maybe I'm alone here, but when it comes to pandemics (especially pandemics involving new strains of diseases) I'd rather my government overreact than underreact. The phrase "prepare for the worst, hope for the best" comes to mind.

If You doubt the official news, then You are a conspiracy person. It means You are now being ridiculous and nobody safe for me and a few others will even read a word You say. The people in power always take care of You and don't have their own interests. We should all believe and do as they say, because that is best for them. I mean, for us. There is no need to think or question on Your own. Everything has been thought of, and is answered for You. Answering or looking into conspiracy things is not worth our time. It is better to call those people paranoid so that we can get back to our work and with playing games.

Maybe I'm alone here, but when it comes to pandemics (especially pandemics involving new strains of diseases) I'd rather my government overreact than underreact. The phrase "prepare for the worst, hope for the best" comes to mind.

Does that involve spreading the disease by not telling people getting flu mist how to use it, and mandatory vaccination, by a vaccine that half the medical staff doesn't even want to take?

I'm so sorry. I should have said publicity stunt instead. A really widespread flu virus is nothing at all to be worried about, and Obama is just saying it's dangerous as a publicity stunt.

Yes, we understand.

However, the president is chewing up scarce resources that quite frankly Americans don't even have by declaring it an emergency. This is simple economics. If one does not have the means to aquire, one cannot acquire. And if one does acquire regardless, they go into deficit, and there are consequences (debt, inflation, etc)

He's declaring it an emergency so the department of Health and Human Services can give hospitals more flexibility if they become overburdened by new patients. Also, this is move that has been endorsed by many public health experts.

It's a bit of a stretch to label this as nothing more than a political move.

Having a vaccinated medical staff is kind of important. They don't have to be medical staff if they don't want to.

It still spreads mass panic though. They could at least call it something else so Joe-clueless doesn't freak out and think this is some kind of plague. I remember when the bird-flu was the hot thing to be scared of and there were people walking around in gas-masks. :lol:

Having a vaccinated medical staff is kind of important. They don't have to be medical staff if they don't want to.

They don't want to take it because the research hasn't been done long enough.

They only did the vaccine to get money for people that are in panic. They didn't even do enough research. Not even a year in fact.

They didn't need to do a year of research; it's a standard flu vaccine. The only difference between the H1N1 vaccine and the flu shot that's given out every other year is the H1N1 vaccine only contains the specific strain of H1N1, whereas the standard flu shot contains 3 different flu strains.
