So i put on online casual ad on a certain website asking for anyone why want to create a band, i said the truth that i've never been in a band and am average at the guitar, now i didn't even think i'd get a response but quite a lot of people have responded and even 2  or 3 quite establised local bands, so i am crapping it now that a) they will think i am a retard if i meet them and b) i will be at a retard level on the guitar and get laughed/kicked out of whereever i did meet anyone?

I wish i had more confidence with people.

Just go do it, I mean, if you get laughed out, they'll probably never see you again and it will all be okay.

Depends on how good you are at guitar - really. What's the toughest song can you play?

If you asking me what I think you should do, it will be something horribly embarrassing for you and mildly entertaining for me. Something like showing up with a Play-Skool Xylophone and a Casio Keyboard and saying 'Let's rock, dudes!" while I record it on video to post on OT.

Dont be so serious about it. If the people are fun to hang around than playing music will be enjoyable whether youre satrini or not. Playing in a band is great experience though, especially when trying to play in time. (if your drummer is decent).

I can pick up the chords to any song after about 2 mins, as for my technique in playing support guitar(chords) i think i am ok but could be better, i know all the major and pentatonic scales and can improvise some sort of lead lead if i know the main key its in, i had guitar lessons for 2 years but i have never really jammed with anyone.

Seriously, just tell them that and that you're a little nervous; unless they are total jackasses, they should be supportive. If they are total jackasses, then no big loss for you :)

Don't worry about it. I hung out with one of the local bands here for part of a summer(my coworker was in the band, although I barely even knew my coworker as I rarely worked with him), and I couldn't play piano/synth very well at that point...or at least at the speed they'd be looking for. So I was basically just there during jam sessions and helping out with the song-creation ideas. Real casual stuff. Just give it a shot. Can't do worse than I did.

Dude, go to the meeting. Just like you, they might not be guitar gods themselves. Besides it's better to (possibly) screw up and be bummed, than to think 40 years later "I could've been that bands support that's playing there for the leader of the universe."

Exactly. The fact youve never really jammed with anyone is probably why youre so nervous. It seems youve got some technical knowledge you should be fine. If everyone is pretty decent at playing and they dont just sit around looking at eachother passing the joint , (not that this cant be included), you'll learn a lot jamming with people.

all that should be enough for a band. heck, you don't even need to be playing for a year to be able to be in a band with some people.
