The definitive answer once and for all is...Jefferson D'Arcy.
Steve Rhoades was too much of a spinless, milkquetoast person to be a proper sidekick to Al, and was whupped by Marcy to no end. Jefferson on the other hand, used his charm to spend all of Marcy's money without even holding down a job, was down to go along with Al's schemes at the drop of a hat--be it a trip to the nudie bar or doing something NO MA'Am related, and even did time for being smart enough to con people out of money prior to getting married. Plus, he even had a secretive life with the US Goverment so covert, that no one--not even Marcy knows the full details about it.

Steve .He represented a great contrast in the show.
Peg and Al, who had been married for about 100 years at the start of the show, fell into a boredom in their lives. Sex had become mundane, they knew what to expect from each other, and there were no real surprises for them left. But despite it all, they really loved each other.
Steve and Marcy, on the other hand, were young newlyweds, and they had not idea what marriage held in store for them. So after the novelty of being married wore off, the marriage fell apart
