Nah, connecting a 50 year old flag design to crimes committed couple of hundred years ago is a bit too far stretched. Well, situation in the old eastern block countries is a bit different. Last 20 years didn't make the memories of repression fade away. It's not a surprise. In Ukraine one could get sentenced up to 15 years of jail time for telling a joke about Stalin, communism, or The Party.
