Paypal question ??????????

Hi guys, i am trying to buy these shoes online but its required for me to have a paypal account, now is paypal free? Is it just like a placeholder for my credit card so that when i use it i will only be charged for items i buy. Like theres no fee a month or anything ? It's free to use for buying things, as far as I am aware, if not the charge is a few cents/pennies. Transferring money from one account to another (to other paypal users) will cost you a transfer fee though.

Use with caution though, email and password is alot easier to obtain than various card details.
