"Libel" has nothing to do with being offended. Libel is about lying about people.
I don't know exactly what Trump's ideas for that were, but tougher laws to stop lying, as long as you properly demonstrate your case, don't seem inherently bad. The media does lie it's ass off quite a lot of the time.
When CNN just add the word "racial" to Trump's statement about profiling (when he didn't mention race at all) purely because they wanted to race-bait, we would all be far better off if there was a punishment for them doing that.

It's not people getting offended that's a problem. Most people get offended by things.
The problem is people who think the fact that they're offended means that other people have to adjust their behaviour, especially when that behaviour is in the form of some public service, expression or creation (because you'll therefore be depriving everyone else of it). We live in an age of mass intolerance where whole generations of people just haven't been taught the value of tolerating things you dislike so that other people will return the favour.
The principle is remarkably simple: If you can ignore something, don't complain about it. The only things you should ever be complaining about are the ones you can't avoid. That's the social contract. If people just followed that, the world works so much better.
