Go out and purchase a guitar package, a lot of music stores carry them. There are a few different brands to choose from, the best two are the Squier Strat Pack (a lower end version of a Stratocaster with cheaper parts and generally lower build quality, made in Korea or Taiwan usually). The other is the Ibanez starter package, which is also fairly decent, but the Squier Strat package I find is better. There are not many good acoustic packages though, most of those guitars have tuning and intonation problems galore.
I still have my Squier Strat though, got it 3 years ago. Built like a rock and plays fairly well. The amp that came with it, a Fender 15R broke though and I wound up replacing it with a Vox AD30VT which got replaced by a Fender Pro Junior. Either way, if you are looking to learn guitar, I find electric is a better place to start, however acoustic wise you are best to start on a cheap classical nylon string guitar, Yamaha makes some good ones for less then 200 dollars (I have one and it was my first ever guitar).

Is it? I haven't seen any packages really

depends on the guitar, but 100 dollars is standard for beginner guitars

Depends on what kind of guitar it is. For 250 a Squier Strat pack gives you an amp, the guitar, picks, strings and a cable, however if you are going to learn guitar, buy a cheap classical guitar, they have nylon strings (similar to plastic really) and are an acoustic instrument (as in the have a hollow body instead of being dense and solid).

It sounds like you're looking for an acoustic. Pretty much any starter pack will work for you.
Take a look at this
Though if you're looking for an electric... this should do the trick
Now, those are by now means the best guitars. I was just looking for the best starter packs for the cheapest prices to be honest. However, either one of those packages will do the trick for any beginner. If you're working on a slightly larger budget, or just don't like those guitars (When shopping for your first guitar, you're pretty much just looking for the cheapest one that looks the coolest XD ), check out this page. On the right hand side you'll see the different sections for electric and acoustic guitars. Under each heading, you're probably going to want to click on value packages. Those have everything you need to get started all in one box.
Happy shredding and good luck!
When I started out I used a yamaha strat copy, it was pretty good and lasted me 2 years while I learned, pick up a yamahaConManWithGunThat's what I learned on, about to get another, an epiphone les paul studio. it's $300, and I don't care to spend too much on a guitar.
