Some people say it in sort of a patronizing manner, and saying something like "I'm sorry that happened to you" really doesn't help you when something bad has happened to you.

of course not, why should it? I often give a sympathetic response when people have had a problem and I appreciate receiving a little sympathy myself at the proper time. I understand that, but it seems wierd seeing as you have no reason to say sorry. :PIt depends. With some people, you know they're being sincere. It's a less robotic way of saying, "I feel empathetic towards you right now." Sometimes there's nothing else to say.

I have empathy as well as sympathy to offer and that give me plenty of reason to say "sorry".
although it is often easier to offer condolences than it is to receive them.
Is that what bothers you?
It really just depends on the tone of the person saying it to me. If I decide to relate a bad situation I recently experienced to someone, I am kind of putting them on the spot for a response. If they say nothing, it could easily be interpreted as "I don't care". If they say "I am sorry that happened to you" sincerely, that's as much as I can expect. If the tone indicates sarcasm or some kind of happiness at the incident, that's when it could annoy me.

No, I hate it when people make a big deal when you say it I guess they expect you to come up with a speech on why they are so misfortune. A friend of mine told me someone in his family had cancer, I said sorry to hear that, and the douche replies "no your not" .
I don't like those kinds of sentences because
1. I know you're sorry
2. Don't remind me of said thing that you're sorry for

In most cases people say it when someone tells them about something wrong, so usually the sad person chose to remember it and share.
