Ringtone website?

I remember a while ago, I saw a link to a site, where you could upload a small sound file and you could send it to your phone. Main reason I was interested in it was because it could be sent to almost any phone service which included verizon.

Does anyone remember or know the site?

I have a USB cable, but it won't let me do jack with my phone. Can't upload or download pictures or sound.

Basically I can only upload phone books and pretty useless stuff.
