In reading news articles on the matter, it looks like they're not interested in specific users or anything (i.e., they're not gonna sue some guy who was found to have watched a Daily Show clip), but rather they want to answer the question of whether Google is purposely avoiding removing copyrighted material because having it there generates advertising revenue.
Still, that's an awful lot of personal data to be handing over (and quite frankly I'm a little surprised that Google tracks every single video that every single IP address has watched, too).
It isn't illegal to watch copyrighted material on a stream anyway, so they couldn't do anything even if they wanted to. It's not illegal for a multitude of reasons. First the user assumes that whatever content they watch on a legal website must also be legal. Second, you are not actually making a copy of it. The people providing the material are breaking the law, but the people watching it are not. Oh, is that right? I'm not up on my copyright law, so I don't really know much on this subject.

So if i have music videos on my youtube channel that i uploaded, can i be charged or taken to court?It doesn't sound like you have any problems. It appears Viacom just wants the information anonymously to show how much of what is viewed is copyrighted material.
Also, will we have to pay to watch certain videos if they are copyrighted or something?

They shouldn't get anything for this BS. They knowingly sat there allowing youtube to have this content on there untill low and behold a company with deep pockets takes over and suddenly it is an issue.
I wouldn't give them anything for not acting sooner. It was well known this stuff was on youtube before it got taken over and they didn't have a problem with it then.
You can't just ignore a crime and THEN complain about it when you have a way to make money from it.....

How is that relevant to discovering the amount of times a video has been watched?

Courts interpret the law, meaning they can essentially define what the hell is legal. Don't see how we can call them out for being illegal, anyway.
