Rahm and Rush used it in the exact same context. The only difference I see is that Rahm used it in private conversation not meaning for any mentally handicapped person to hear, while Rush said it on National Broadcast for everybody to hear.the_new_guy_92

I've seen interviews with her about it and she seemed about as equally concerned about the word's usage as she could while still staying true to her party. Any politician or political figure would do similar.
