I used to drove one and all of them didn't have seat belts except for the special ED buses. Not sure about the newer ones because the district didn't buy any.

Probably, the district I was in wasn't that well off, some kids on my route live in trailer parks. But a different school I had on my route boasted as one of the best in the state, and the area these kids live in is like a resort town... life is so different on the other side of the fence.
