If you want to.  Make sure their is enough room so you can cover it up if you want to get some fancy job.

No. It's rather big and it's going to stay with you for the rest of your life. What if you're doing an interview for a job, or going to a formal occasion. If it was just a smaller tattoo, sure, but that one is much to large.

Eventually when you're older, that's going to sag under gravity's toll just like the rest of your body, i wouldn't do it personally, something smaller and less visible.

Its on your arm, so if you ever want to get rid of it, you can just cut it off. Looks cool, but I wouldn't get the tattoo, I would have it on my sleeves.

Of course not. As far as I'm concerned, it doesn't even look good anyway, but regardless, tattoos aren't a good idea in general.

before i got my tattoo, i had it done in india ink first, just to get a feel for it. You may want to do that with this.
