no. however there should be laws that makes all the content of the bill relevant to the point of the bill. it would certainly cut down a lot of the corruption in washington.
ex. no "giving new orleans $100 mil" in a freaking health care bill. wtf does that have to do with health care?

Yeah tacking on irrelavent riders to the bill is crap.That sounds good, but I think it wouldn't be for the best in the end, considering relevance is sometimes a point of view. Some bills need more space than others, but two thousand god-damn pages long? That should be a crime! all you need is 3/4 of the states to have a committee, and anything in the constitution could be changed.There should be a new Constitution, the old one is out dated.

It might clear a couple things, but ultimately that wouldn't be enforceable. There's no clear definition on what is relevant.
