Push him and tell him cleanliness is godliness. If he does not comply beat the shit out of him and then pour hand sanitizer on his hands.
Dude, that's a serious health issue and a fireable offense. At least where I work.
Even in a non-food production setting, that will still spread germs, disease, and other things. Plus it's gross.
Tell him that.

There is a very simple response to this. Say this to him: "Look you disgusting dirty fucker, you need to wash your hands after you shit or piss. You are potentially spreading disease, infection and its generally just a disgusting thing to do that you should have learned about when you were four. If you are incapable of doing this than i will take it to someone else, i don't want to, but you're not washing your hands after you shit."
If you work at a desk job, start putting the travel sized hand sanitizer bottles on his desk.
Then start putting little notes on them like "For: Your unwashed-dirty-feces-encrusted-phalanges!"
Then they might start to get the picture.

Serious question, what if you actually do have kids and you drop them off at swimming practice/lessons at the pool? what do you call that?
Well I work in a weld shop myself, so although it would be nice if people would wash their hands, it's not really that big of a deal. We all wear gloves on the shop floor anyways and I would recommend washing your hands before eating anyways. But just keep in the back of your mind not to go shaking his hand or giving him a high five haha.
Being a health issue there is not a delicate way to do it. I'm willing to bet he could be reprimanded and/or fired for such a thing.
Tell him that you have AIDS, so if he doesn't wash his hands, you could die of something like C-Diff.
Eww! That's just gross. Buy hand washing cream, and make a big deal of how great it feels on your hands.
If that fails, try talking with him.

Some people are born Dirty. Everyone complained about his dirty habit ,but he dosen't seem to care :(
Bring it to the attention of a supervisor.
Generally speaking as a co-worker. There's nothing you can do to change someone's life long habits. It's the supervisors job to correct behavior, and threaten/give discipline or termination if standards are not met.
