Isn't John Woo a director? You may be thinking of Chow Yun Fat (sp).
I'd have to pick Jackie Chan. His 70's and 80's movies like Drunken Master are far superior to any of Bruce Lee's Hong Kong movies. Enter the Dragon is probably the only Bruce Lee film 95% of America has seen. Say what you will about his later movies but Chan made some classics early on.

Something I find rather lacking in most fighting movies, especially featuring kung fu, is the feeling of "impact" of when the strike hits. So instead of answering the title, I'mma link a few short short clips of what I really like with the Tony Jaa movies and thai boxing. Thai boxing just looks like it hurts like **** when you get hit. Much better than all of them rest!

John Woo is a director so you might have him confused with either Chow Yun Fat or Jet Li, considering Fat isn't a major martial arts actor then I'd say Li is a better fit.
But either way, Bruce Lee wins.

Jackie Chan, but then again I haven't seen a lot of Bruce Lee or John Woo. I do like Jackie's action scenes though, whether they are humorous or badass they are worth watching.
Jackie Chan's primary training was as an acrobat, not a true martial artist. Also, I believe his true talents lie in fight choreography and film editing. If you really watch his movies, you'll see that his camera work, scene setups, and editing are styled after Gene Kelly, Buster keaton, and Fred Astaire movies. He even states this in his many interviews.
If you're looking for actual martial arts masters who made/make films, I would not choose any of the three.
I'd go with Donnie Yen or Jet Li. They are both actual martial arts practitioners.
