if you go out in public like that and it isn't a costume, you're going to get shot. but anyway: I'm pretty sure what that guy did was flip his head upsidown, get colored gel in a bluish black, and get it all through his hair, then ran a comb through it. it doesn't look like a "blowout" it just looks crunchy and stupid.
