I think it's up there, it really was an awesome trilogy and brought faith in the espionage action movies at a time when James Bond movies were absolute crap.
If the third one stays the course of the action sequences, story and acting the first two had: definitely. The second one was the best movie sequel I've ever seen...and I'll be ready to take beatings from Star Wars and Lord of the Rings fans with that said.

Oh, It definitely does. I'd go as far to say as it surpasses both the first and second films in pace and action.

Its got all the great action, acting and story of the second, just a little more action.
And i say yes, no of action trilogy has been as good, and consistent.

From the trailers i have seen of the third one it looks brilliant! I would say it is one of the best out there! I really enjoy them films! I cant wait to see the third one!
Also the Bourne series is not an action series. They are suspense/thrillers. Action movies are totally different from what Bourne delivers. Rambo, Terminator, and Robocop are action movies.
