Matriculation is when you enroll into a university/college that you have been accepted to. Basically, you agree to go there and ask the school to reserve a spot for you (generally by paying a small deposit fee).

You do realize that there is no cosmic standard matriculation deadline, right? That it varies from school to school...xaos

You are correct, May 1st is not the universal matriculation deadline in the United States. However, a majority of colleges/universities have May 1st as the deadline.
