As for evil men throughout history, we have famous figures like Joseph Stalin, Nero, Adolf Hitler Elizabeth I (Bloody Mary), Saddam Hussein, and Genghis Khan. I believe that people such as serial rapists or murderers are just as evil, however.

Saddam Hussein, he didn't kill as many people as hitler or stalin but at least they helped there country somewhat. Saddam Hussein did nothing for his country accept for bask in his riches.

He did however drive Russia into an industrial age. But overall I would say he was a pretty crazy guy.
