Toothpaste Disk Repair. Answers?!

I've been told how to perform disk repairs with nothing but toothpaste and water, and i have attempted said repairs around 100 times. it hasn't worked even a single time. so why is it that i've heard from multiple trusted sources that it's a "godsend" and "molds perfect disks"? what am i doing wrong? is it some kind of elaborate internet prank that everyone is playing on me? who are you people?!

The idea is to fill in the scratches so the laser eye reads the disc. I think it's a joke, though.

it depends which side is scratched. the information on a cd is just below the label. so if you scratch that side you can scratch the data away and you can't get that back. a scratch on the other side just might just be stopping the laser read the data and toothpaste could polish that out. hold the CD up to a light, if you can see scratches through it, the disk is ruined.
