right now it's just the police chief that's putting the blame on the criminal. Most of the time in a chase situation like this the police are held responsible for the damages especially if they are using "extreme" measures. I doubt either the criminal or the police will be found responsible for this and it'll lay on either one of the pilots or TV stations.

hmm..when youre in a helicopter you cant really hear much other than your own and plus you have the headset on for radio communication. Theres a lot you have to do as a pilot and my guess is they just both got caught up in trying to stay with the pursuit they failed to notice eachother.
