Q1.Yes I believe there most definetely are other civilisations.
Q2.Astronomers found a planet with the same conditions as Earth but it's too far away to reach, technology will have to advance very far which will take hundreds of years.
If you see all around us as 3D and you'd take Time as the 4th dimension, I do think somewhere in this 4D there has been or will be or is life beside earth. Only problem... the universe expands with the speed of light and time will always pass us by, or in other words yes I think theres life but in a space that expands faster then we can travell and passes by harder then we can imagine... I dont think it will be likely for us to meet them.
I mean:
From the universe seen, our milkyway is smaller then an ant in a football stadium. Meaning that a little move to the left will result in never seeing us again. And if we know where life is, it might just be dead before we are there... or it even hasnt started yet.
2. Maybe in a couple of decades, or even a century. When we do find another intelligent civ, communication between both of "us" will not happen any time soon. We will just be aware of them and nothing more.
