Victim banned while troll walks free

Not long ago, maybe a half hour at most, my friend and fellow admin was banned from the steam community because a troll who had been harassing them decided to report them. He removed all his harassing comments first before doing so, so they ended up taking the blame, even though they were the victim.

In all seriousness your friend is not really smart for falling for a quite obvious troll. And by swearing and abusing a troll, he is not only putting your account at risk but also his reputation and such. What he has generally done is what the troll wanted in the first place, a reaction which isn't really smart on his part as this situation would've been easily avoided if he just ignored him, gave neutral responses or simply block him.

Looks like the other way around to me....

Quite frankly your friend was being stupid. The best thing to counter a troll is to ignore it and report. Harassing a troll who is harassing you just makes you as bad as the troll.
