It's become a lot more timid, in my opinion. If there's nudity in a game, we'll never hear the end of it, while nudity in movies thrives. It's a funny double standard, and it's pretty stupid, but because of that, developers just don't want to take chances with nudity. If that means making female fighter's breasts larger to satisfy the horny crowd, then so be it.
