Apperently its by the Smashing Pumpkins ands is called "The Beginning Is the End Is the Beginning", an alternate version of "The End is the Beginning is the End" in support of the "Batman and Robin" movie in 1997.
Its basically a slower droning version but it has a great affect with the trailer

It's a beat-em-up. It'll suck so very hard. Personally I would have prefered an action/adventure that follows the events of the novel/movie, played from Rorschach's perspective.

That is a really good idea. And perhaps a VS mode? Nevermind. Dr. Manhattan would own all since he's the only one with actual powers...
