because japanese people were a different culture than the allies. the allies felt more closely in tune with germans and germany (after all many americans were german immigrants or the offspring of germans) it was hard for the allies to actually believe that a "civilized" country would do something like that. people still looked down on japan as uncivilized at that point and felt they were proved right in their assumptions because of the actions

I think it's bad but I hate how people think Auschwitz and it's sub-camp Birkenau are nearly the only camps that existed and how Jews were the only people killed.

no, i know he killed a billion, but that was over his entire reign of power, during WWII he wasnt even in power, he was just the general for the geurilla unit in China that was fighting Japan
