The USSR is now known as Russia. Because of our plans to, "out spend" the russians in the 80s on things such as SDI, New aircraft, ships and whatever else you can think of, the only answer they had was to build more nuclear weapons. Now, as you can see, they are still dismanteling them, while we have slowed down and are more concerned on maintaning ours.
They ahd more, but we had better ones and better techonology.
