What's a Neocon?

I've heard this word probably millions of times and I'm still not sure if I know it right. So in my mind it is this person left from the late 20th Century mentality that American should be really conservative....I honestly don't know. Can someone clear up for me what a Neocon is?

I believe the "neo" that comes before conservative means that it refers strictly to a political philosophy.
