No matter what, wait for her to say it first. If you do love her, go ahead and say it back. If she's hot, it's ok to lie and say it back even if you don't...hopefully your lie will result in a pleasurable evening.
If she's not hot, and you don't love her, don't say it back... and break up with her.
Say it when you feel it. Still, it's good to be confident that they will return the "I love you". If they don't feel that way about you, breaching the subject can make them feel uncomfortable around you. Things deteriorate pretty fast under these circumstances.
