I would recommend downloading Paint.net. It is nice, free, and is more user friendly then GIMP. (download link)

I am sure if you look around at some GameSpot's unions they will design a banner for you if you want. Just tell them some of the stuff you want in it. You can even ask for a banner in this thread. (if you don't want to make it yourself)
