Inside of Atlantis doesn't need to be CG anymore than Metropolis needs to be CG when Superman flies. Yes, they may need to add water effects but the world itself does not need to be CG. I don't understand what the difference is. 

I guess Aquaman. I've always found the Green Lanterns powers to be kind of boring. Since watching Young Justice and seeing Aqualad do his thing, I think Atlanteans can be pretty cool.

Yeah, it's not like a Green Lantern movie would feature the head of some mediocre actor, poorly pasted onto a CGI suit. 

Storywise, Green Lantern is harder to turn into a good movie.

I'd pick Green Lantern. A lot of interesting stories from the comics would probably make good movies (The Sinestro Corps War, Blackest Night, Brightest Day). I doubt anyone who hasn't read Aquaman will ever take him seriously.
