ok well if you mean blood/gore horror not so much the suspence/thriller type than probably craven of those listed. i like some of his early stuff as well as the scream trilogy...humor is sometimes a good addition to horror.

I will go with Carpenter, just because I have a really soft spot in my heart for "Halloween" and "The Thing". God, how I love "The Thing", especially on HD-DVD. Creeping_Wolf

Ignoring the fact that the movie is weak, Boyle hasn't done anything else noteworthy for the horror genre. Bava, Fulci, Hitchcock, even the overrated Hooper, and a whole score of others all lay far more claim to a spot on this list.
Romero for me. I wouldn't really class Dawn of the Dead as a horror film, nothing particularly scary in that or any film of late. But that doesn't stop that movie from being sheer genius.
Although the mere fact that Carpenter could make a William Shatner mask painted white, spawn a huge franchise like it has, must take some magical talent.
Craven's Elm Street films did actually spawn a character that haunted my dreams for a while (not in a bad way, i was only 5). Because it takes someone who is already pretty evil (Pedophile murderer, which a lot of people seem to forget about) making him looking like the monster he is, giving him the costume and putting him someplace nobody can really avoid going. That too is genius.
Of course if by horror director you mean actually managed to scare you, i'd say none of them...

I still haven't seen Grindhouse, but I read about the concept behind that trailer in the latest Rue Morgue, and I tend to agree with Roth. Where the hell were the Thanksgiving slashers, when every other holiday was covered, even meaningless ones like April Fool's Day? I hope he does this as well.
