Normally I'd say Batman, but Red Robin is awesome. Tim Drake has had some moments in first 12 books where he has out-Batmanned Batman. He seems more pro-active than most superheroes. He isn't waiting for a situation to react to and 'save the day'. He's out hunting fools down.
